Profile:
Jose M. Cavanillas is Manager of the Schlumberger Technology CenteR for Europe At Madrid (STREAM). STREAM Technology Center is part of the Public Sector Segment of Schlumberger group worldwide. The activities of the Technology Center are focused to enhancement of public services via new technologies, tackling workflow, information management, language engineering, healthcare, e-learning, environment, e-business, and security. It is specially interesting the growth of large projects' activity within the scope of commonwealth of independent states, mediterranean countries and Africa. Jose M. Cavanillas joined SchlumbergerSema (formerly Sema Group) in 1993. Before that he worked for Ceselsa in Toulouse, France in development of software applications and for STS ˆ Healthcare Telematics Systems, Spain in enhancement of medical record databases. Jose M. Cavanillas is Master Engineer in Telecommunication in Universidad Politecnica de Madrid and has followed studies in Business Administration in CEPADE Madrid.

“MIA: a public initiative to constitute an interoperability
framework among administrations”

In the current European public administration structure, there are a number a governance layers, ranging from the European Union institutions to the municipalities. Each governance layer is, in turn, divided into different ministries or department, which in reality operate like islands, running different, separed, independent computer systems which in reality correspond to deep differences among them. However, the first consequence of that for the citizen is that, when connecting to any eGovernment system, the citizens sees the administration not as "another speaker" to have a dialogue with, but as a crowd of heads, with different levels, scopes, and operational media. The STREAM Technology Center (Schlumberger Technology Center for Europe at Madrid) is fostering an open initiative oriented to constitute a standard for interconnection of public administration systems at all levels: XML, dabases, security, working processes, respecting the heterogeneousness of each public administration but keeping a minimal common interoperation point which allows all administrations to interact like one with the citizen.
